This is an earlier strike of the Qandahar rupees with 'Dilkhwah' couplet, which has a finer hand at engraving. The full couplet is:
سکه قندهارشد دلخواه
از جهانگرشاه اکبرشاه

Sikka-i Qandahar shud Dilkhwah
az Jahangir Shah Akbar Shah
"The coin of Qandahar was (made) accord
by king Jahangir (the son of) king Akbar"
