Sūrat Mint – Moghul Style – Silver, Rupee et infra – Shah Alam – 46 San

The EIC privy marked gold and silver issues and gold with no privy marks have long straight petals.  The silver coins not dated RY 46 have shorter curved petals, while RY 46 silver with no privy marks occur both ways.  This implies only the RY 46 silver coins with long straight petals are EIC which is important on the smaller fractions.(Comment from RJ)

Judging by the later milled coins, these should have the date 1215 on the obverse but it is almost always missing.
